Background
Born on Newhall, Celio gazed at the sky the way many of his folk gazed upon the sea. He didn't want to pilot a boat across the water. He wanted to pilot one across the stars! Unfortunately, his family didn't have the money to send him to pilot's school. To learn to fly, Celio joined the Alliance military. Fortunately, since this was after the War of Unification, he didn't see any combat. Unfortunately, the military life proved too rigid and formal for Celio. While the Alliance appreciated the excellent piloting skills he developed they didn't appreciate his lack of military bearing. Celio finished his hitch and left the military life. A week later he was flying with Kenneth Ling, picked from a grand total of three other candidates for the job.
Celio died when the drop off on a job went bad. A stray bullet hit an anti-matter containment device and everything blew to hell.
Physical Appearance
Celio's a skinny fellow with dark skin who wears his hair in dreadlocks. He prefers long sleeves but always keeps them rolled up. He'll often wear vests and will always wear the sea shell necklace his mama gave him before he left for flight school.
Psychological Profile
Celio is an extremely easy going individual. Very little bothers him. That isn't to say he's laconic. When it comes time to spring into action he does so quickly. He just doesn't get angry or passionate while he does so.

Born Behind the Wheel (Minor): Celio took to flying like member of parliament takes to accepting bribes. Celio gains a +2 step bonus to his Agility attribute whenever he's flying a space vehicle.
Lightnin' Reflexes (Major): Part of what makes Celio such a good pilot is his reflexes. He's always had amazing hand/eye coordination. Celio gets a +2 step bonus to his Agility Attribute on Initiative rolls.
Sweet and Cheerful (Minor): Celio has a laid-back, easy-going attitude towards life. Very little bothers him. Celio gets a +2 step Skill bonus on any action in which his easy going nature works in his favor.
COMPLICATIONS
Scrawny (Minor): No matter how much he eats and no matter how much he works out, Celio can't seem to gain much weight. His skinnyosity almost kept him out of the military. Celio suffers a -2 step penalty to his Strength Attribute on all Athletics-based actions and a -2 step penalty to Influence-based actions dealing with fitness and personal appearance.
